Best Korean language exchange apps?

I want to practice my Korean outside of class but I don't have many Korean friends yet. I've heard there are some good language exchange apps where you can connect with Korean people who want to practice English.
Has anyone used HelloTalk, Tandem, or any other apps? Which one worked best for you? I'm at about TOPIK level 3 so I can hold basic conversations but I want to improve my speaking fluency.
Also open to in-person language exchange meetups if anyone knows of regular ones in Seoul. I'm based in the Mapo-gu area.

Adding to this - make sure you bring extra passport photos. They always ask for more than you expect.
